Role Purpose

Save the Children seeks Household Economic Strengthening (HES) and Food Security project Coordinator for a USAID-funded Kizazi Hodari – Sothern Zone project in Tanzania. The improved well-being and health outcomes for the Kizazi Hodari-Southern zone will improve health and social wellbeing outcomes for children and adolescents affected by HIV/AIDS by building the capacity of households to provide for children and adolescents under their care and strengthen health, nutrition, education, livelihood, and protection interventions at district and community levels. Client-focused and family-centered economic strengthening approaches that reinforce the parents and caregivers at the household level are considered fundamental to a quality project. Interventions designed to strengthen the capacity of families to achieve child wellbeing outcomes will ensure that families and caregivers have access to basic support and are able to access resources to meet important family needs (e.g., education, health costs, food, etc.).

The Household Economic Strengthening and Food Security Project Coordinator will be responsible for the technical and managerial aspects of project implementation to improve well-being outcomes for children. She/he will provide technical direction to project implementation and ensure the project meets PEPFAR stated goals, expected results, and reporting requirements. She/he will take a technical leadership role in designing and promoting the use of evidence-based activities to diversify and stimulate growth in household income and integrate economic activities with complementary interventions across the project. She/he will be knowledgeable about evidence-based and start-of-the-art household economic strengthening/livelihoods approaches/strategies that address the different levels of household vulnerability. Support to vulnerable children and households can include the promotion of cash transfers, household economic and food security, and education subsidies. She/he will also liaise with the Program Manager to ensure HES staff, HES volunteers, and LGAs staff receive the necessary and appropriate technical support. In consultation with the Senior Technical Coordinator agree on the range of advice, support, training, and/or other assistance required by the other arms of the USAID Kizazi Hodari Project to ensure sequencing, layering, and integration as per the agreed model of poverty graduation component of USAID Kizazi Hodari – Sothern Zone project program.

KEY AREAS OF ACCOUNTABILITY

Technical

  • Provides technical and management leadership including designing and implementing technical strategies, programs or tools in specific technical areas related to household-centered economic strengthening.
  • In collaboration with Program Manager, SC Country office technical team and Consultant, conduct overarching mapping of economic strengthening service providers in implementation areas.
  • Demonstrate technical leadership and coordination to USAID Kizazi hodari HES staff, HES Volunteers and LGAs, setting forth a vision and plans for achieving project goals through collaboration with national and local governments and NGOs, and other partners.
  • Work with council level and ward level TASAF team to ensure the project is aware of new expansion areas and that TASAF can refer TASAF beneficiaries to USAID Kizazi hodari southern zone for screening and enrolment in the program.
  • Mentor household economic strengthening/livelihoods Project Coordinator, Volunteers, conduct trainings, lead workshops, and facilitate group interaction as part of project execution toward specific outputs and objectives and ensure that they master the skills to graduate into Independent HES Volunteers at Councils level in southern zone.
  • Roll out a Household Financial Literacy and Money Management curriculum to  HES volunteers and ensure a quality roll out to VSLAs/WORTH YETU group  members at wards level
  • Travel to project areas periodically to monitor program activities and provide support to field staff.
  • Provide technical oversight to HES officer, to ensure HES volunteers provide facilitation support to groups and ensure that 60% of project enrolled caregivers; destitute household members with lower savings levels and interest join the groups.
  • Ensure that VSLAs/WORTH groups establish Community Resource Mobilization Committees (CRMC) to map community resources for social protection.
  • Manage project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.
  • Provides technical advice based upon expertise and knowledge of evidence- based methods and strategies, current practice, and established operational and standards to ensure quality and rigorous design.
  • Builds demonstrated capacity of local implementing partners to implement high quality programs with results.
  • Shares new knowledge/evidence and best practices through collaboration with relevant host country national staff members, international and national development partner organizations.
  • In collaboration with HES project officer, develops tools for the design and implementation of specific technical components.
  • Lead in conducting market assessments and creation of business networks and learning and sharing cohorts within industry types at council and ward level teams.
  • Train HES volunteers to roll out a self-assessment tool with mature groups, establish relationships with pro-poor financial institutions
  • Provide continuous supportive supervision in collaboration with Snr Technical Coordinator and HES officer to HES volunteers to ensure quality household economic  strengthening programming through Instruction, Modelling, Rehearsing and Feedback approach at ward level is implemented
  • Submit timely household economic strengthening and adolescents/youth updates to the Program Manager for inclusion in the quarterly, semi-annual, and annual reports
  • Collect success stories and Document Household Economic Strengthening specific lessons learned and best practices for experience sharing and replication
  • Participate actively in USAID Kizazi Hodari program-southern zone meetings, planning and review activities.
  • Perform any other relevant duties as assigned by the Program manager.

Operational

  1. Provide timely and accurate written and verbal reporting.
  2. Contribute to project strategic planning and to well-written, focused project reports, annual implementation plans, success stories and other written products.
  3. Ensure high quality project implementation, monitoring and reporting.
  4. Make regular field visits to monitor project quality and collect data.
  5. Collaborate with MEAL staff to ensure that collection and analysis of data is accurate, rigorous and incorporated into project implementation.
  6. Coordinate with Snr Technical Coordinator in work planning development, implementation, monitoring, reporting and adaptation
  7. Participate in regional technical working groups and liaise with other project implementing organizations.

 Qualifications and Experience

  • Master’s Degree in development studies, agricultural economics, economics, business administration, international relations or a closely related field, or equivalent work experience.
  • 6 years of experience in household economic strengthening/livelihoods programming, USAID experience and specifically in OVC/DREAMS
  • Practical experience in training design and implementation.
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Good technical knowledge of policy and practice in the field of livelihoods, crop and livestock production/rural livelihood programming as well as other cross cutting issues.
  • Solid knowledge of international and national social protection, household economic strengthening, and microenterprise and market development instruments and frameworks.
  • Experience in leveraging private sector partnerships and resources for creation of business opportunities, business mentorship and skills training, and market access, strategies
  • Strong experience in providing technical assistance and mentorship
  • Demonstrated ability to work effectively with a range of stakeholders including government representatives, donors, and other stakeholders.
  • Excellent communication, interpersonal and writing skills
  • Demonstrated experience in project and time management.
  • Familiarity and understanding of donor policies and procedures is a plus.
